Motorcycling Victoria recognise that without our licenced Officials no event is possible.
Officials should be celebrated as an integral part of every single Motorcycle event.
Levels of Officials & What They Can Do
There are different levels of Officials which determine what type of activity can be performed and at what types of events.
Officials Training Seminars

Level 1: Operational
A Level 1 Operational Official can only act in operational roles and under the guidance and supervision of the Key Officials at the event
Level 1: Key Official
A Level 1 Key Official can act in Key Official roles at any Club level activity or event.
Level 2: Club/Inter Club
A Level 2 Official can act in Key Official roles at any Club and/or Interclub level event.
Level 3: State / Open
Level 3 Officials can performs duties at any Club, Interclub or Open and State level events. NOTE: Level 3 Officials are expected to nominate at least one (1) Assistant Official at each event.
Level 4: National
Level 4 Officials can perform duties at Club, Interclub or Open/State and National level events and are appointed by Motorcycling Australia.
Level 5: International
FIM Officials Licence and/or FIM Superlicence for International Events.
Motorcycling Victoria – Officials Accreditation Pathway
For each level of accreditation you request you will need to complete a certain amount of practical activity and training. The expectation for each level is outlined here:
Level 1: Operational
Step 1: Complete the Online Training Seminar through Ridernet and supply a current Working With Children (WWC) certificate.
Level 1: Key Official
Step 1: Attend and pass a Key Officials Seminar. For information on the upcoming seminars and how to apply click HERE
Step 2: Attend and pass a Key Officials Seminar.
Step 3: Complete and supply your Officials Licence Application to office@motorcyclingvic.com.au (only selecting the approved Accreditations and Disciplines)
Note: Level 1 Key Official Roles include Clerk of Course, Race Secretary and Scrutineer. No Level 1 Steward accreditation is available.
Level 2: Club/Inter Club
Step 1: Complete six (6) months of activity at Club Level as the Key Official with a minimum of three (3) events in each role and discipline.
Step 2: Complete and pass the Play by the Rules online training for both: Child Protection and Harassment and Discrimination
Step 3: Supply the certificate of completion, with your Officials Application form and PJ for processing to office@motorcyclingvic.com.au
Note: To be eligible to upgrade to Level 2 Steward, you must have completed the nominated hours as Clerk of Course.
Level 2: Scrutineer
Step 1: Complete six (6) months of activity at Club Level as the Key Official with a minimum of three (3) events in each discipline.
Step 2: Complete and pass the Play by the Rules online training for both: Child Protection and Harassment and Discrimination
Step 3: Supply the certificate of completion, with your Officials Application form and Participation Journal (PJ) to office@motorcyclingvic.com.au
Note: To express your interest in attending a Level 2 Scrutineer Seminar please email office@motorcyclingvic.com.au
Level 3: State / Open
Step 1: Complete twelve (12) months of activity in the role and discipline you seek an upgrade on.
Activity to include: Minimum of three (3) Club or Inter Club Events and Minimum of three (3) State & Open events as an “Assistant Official”
Step 2: Complete and pass the Play by the Rules online training for Complaint Handling
Step 3: Supply the certificate of completion, with your Officials Application form and supporting documents to office@motorcyclingvic.com.au for processing.
Supporting Documents to include:
- A copy of your Participation Journal
- Examples of the reports you have completed (including Protests, determinations, etc.)
- A Photo
- Any letters of Endorsement from Senior Official (Level 3 or 4)
Step 4: The application will be sent to the Motorcycling Victoria Officials Panel for review and you will be notified of your application outcome as soon as possible after a decision has been made.
Level 4: National
Step 1: Complete two (2) years of activity in the role & discipline you seek an upgrade on.
Step 2: Complete the Level 4 Official Application Form and submit it with your Participation Journal (PJ) for Endorsement to office@motorcyclingvic.com.au
Step 3: You will be notified of your application outcome as soon as possible after a decision has been made.
Step 4: If successful your application will be sent to Motorcycling Australia for approval. Motorcycling Australia will then contact you with the next steps on your application and information on the next scheduled seminar.
Renewing an Official’s Licence:
An Officials licences is valid for a period of four (4) years. At the end of this period Motorcycling Victoria will send you a Letter to remind you that you need to renew your Officials Licence. (This will be sent to the address printed on your licence)
All existing Officials seeking a renewal or an upgrade will need to refer to the Accreditation Pathways (above) and supply the relevant Proof of Experience and training certificate as part of your application.
Renewing a Level 1, 2 or 3 Official’s Licence:
Motorcycling Victoria is responsible for renewing all Officials Licences from Level 1 to Level 3.
To renew your Officials Licence please complete the Officials Application Form and supply it with a copy of your Participation Journal and any required documents to office@motorcyclingvic.com.au
Renewing a Level 4 Official’s Licence:
Motorcycling Australia is responsible for Level 4 Officials Licence renewals.
To renew your Level 4 licence complete the Level 4 Official Application Form and supply it with a copy of your Participation Journal to office@motorcyclingvic.com.au.
This will be sent to the Officials Panel for endorsement and approval, once approved this will be forwarded onto Motorcycling Australia for processing.
Junior Official’s Licence:
